Between SC Housing and the Palmetto Home Advantage program, a qualified buyer can get a meaningful chunk of their down payment and closing costs covered, often as a forgivable loan that does not have to be repaid. I have been selling homes in the Columbia, SC Midlands for nine years now, and I still run into people who assumed they needed to save up 20 percent. That belief alone keeps more people renting than any market condition does.
The Short Version: Real Money Is on the Table
The two state programs you will hear about most are Palmetto Home Advantage and the SC Housing Homebuyer program. Both offer down payment assistance at 0% interest with no monthly payment, and, usually at least, the assistance is forgiven entirely after you live in the home for ten years. Both are for your primary residence, not an investment property, and both run through approved SC Housing lenders, so you cannot just wire the money through any bank.
Palmetto Home Advantage: The One That Fits the Most People
This is the big one. Palmetto Home Advantage does not require you to be a first-time buyer at all. Move-up buyers and repeat buyers qualify too, which matters because in this area a lot of people are not first-timers, they are sellers in Columbia who want to move to Lexington or Irmo without draining their savings. It is available in all of South Carolina's 46 counties, on new or existing homes, and pairs with conventional, FHA, VA, and USDA loans.
The assistance is 3 or 4 percent of the loan amount, at 0% interest, with no monthly payment, forgiven after ten years of occupancy. The statewide income limit was $135,750 for the 2025-2026 program year, and there is no home price cap. Let me put that in real numbers: on a $300,000 house with a 3% down payment, the loan lands near $291,000, and 3% of that is around $8,700. That either covers all of the down payment or most of it, plus the closing costs, depending on how the lender structures it. We are talking about real money, not a rounding error.
SC Housing's Homebuyer Program: For True First-Timers
SC Housing's main Homebuyer program, sometimes called the Bond program, is for actual first-time buyers, or anyone who has not owned a primary residence in the past three years. It pairs a fixed-rate mortgage with forgivable down payment help, same structure, 0% interest, no monthly payment, forgiven after ten years. The catch is location-specific and it changes every year: for the 2025-2026 program year, Lexington County income limit is $92,700 for a one- or two-person household and $106,605 for three or more, and the home price cap was $450,000. Credit needs to be about 620 for FHA and 640 for other loan types, with debt-to-income under 45%.
For most of the Midlands, that $450,000 cap covers the first-time buyer market comfortably. You will be fine on the price side in Irmo, Lexington, Cayce, West Columbia, most of Chapin's off-water neighborhoods. Only in Lake Murray waterfront territory does the cap start to matter, and at that price, you probably won't be leaning on first-time buyer programs anyway.
Two More to Know About
There are two more you will hear mentioned. Made It Home offers a single $25,000 forgivable round of down payment and closing help, but only on a set list of affordable homes, so it is limited. And Palmetto Homeowners ("Heroes") offered $10,000 for people in public safety careers, like law enforcement, fire, and EMS. The 2026 round is closed, but another is expected in 2027, so if you or your spouse is in a hero profession, it is worth keeping on the calendar.
There is also the Mortgage Credit Certificate, which is not a down payment at all, but it turns part of your mortgage interest into a federal tax credit every year you own the home. It is not flashy, but in the accounting years it adds up. I spent 34 years in accounting before I starting selling homes full time, so the annual tax credit thing might be why I like it more than most agents do.
What "Forgiven" Actually Means
This is the part that trips people up, so let me be plain. The assistance is structured as a second mortgage with a zero percent rate and no monthly payment, and then, after you have lived in the home for ten years, it is forgiven. Sell before that, and some or all of the assistance may be due back, on a sliding scale, so it is not free money if you bounce out in two years. If you plan on being somewhere for the long haul, which is the case for most of the relocation buyers I work with, this is a much better deal than it sounds like. If you already know you will be transferred in three years, weigh that before you lean on it hard.
The Fine Print That Actually Matters
First, these numbers are the current program year's, and SC Housing updates the limits every spring. What I am giving you now is a starting point, not a quote. Second, not every lender participates, so you need a SC Housing approved lender, and I can send you a list of local ones who actually know the ins and outs. Third, the purchase price and your income both have to fit, counting all the adults on the loan. And fourth, sometimes pairing the assistance with a conventional loan works out better than an FHA, so plan with your lender before you get excited about a specific program.

That checks out, honestly, when it comes to down payment help, I have had buyers walk in sold on one program and leave better off with a completely different one.
